In July 2018, the government of Montenegro introduced its citizenship by investment program, officially accepting the first applications for Montenegrin passports by investment in January 2019.

Applicants are required to make a specified economic contribution to Montenegrin society by investing in an approved development project and contributing to a government-designated fund aimed at advancing underdeveloped areas. In return, and following a rigorous vetting process that includes comprehensive background checks, successful applicants and their families are granted citizenship.

Investment options

To qualify for the Montenegro Citizenship by Investment Program, the main applicant must be over 18 years of age, meet the application requirements, and make the qualifying contributions to the Government of Montenegro. There are two routes to choose from to qualify for the program:

Development projects in the capital of Podgorica

An investment of €450,000 to development projects in the capital of Podgorica or in the coastal regions

Development projects in northern or central Montenegro

An investment of €250,000 to development projects in northern or central Montenegro, excluding Podgorica

In addition, there is a government fee of €200,000 per application. This contribution will be directed to a special fund for the advancement of underdeveloped areas (€100,000) and towards the Innovation Fund of Montenegro (€100,000).

Initial Consultation and Selection of Investment Option

Applicants begin by consulting with an accredited agent to assess eligibility and review the investment options. During this stage, the required documents are gathered, and a pre-application assessment is conducted.

Choose Investment Option

Immediate

Applicants must choose between two investment options for Montenegro's Citizenship by Investment Program. The first option is a real estate investment of €450,000 in Podgorica or coastal regions, or €250,000 in less developed areas. The second option requires a non-refundable donation of €200,000 to national and local development funds, split equally between the two. This investment choice is a critical step in the application process, as both options aim to support Montenegro's economic development.

Document Preparation & Application Submission

4-8 weeks

Provide all required documents, including proof of investment, personal identification, and background information, through the authorized agent.

Due Diligence Process

2-4 weeks

Pay the due diligence fees (€15,000 for the main applicant, €10,000 for family members) along with any processing fees. The Montenegrin authorities will conduct a thorough due diligence check to ensure the applicant has no criminal background or security risks.

Government Review & Decision

3-6 months

The Montenegrin Ministry of Internal Affairs reviews the application, investment, and due diligence report. This step takes the longest, typically 3 to 6 months, depending on the case complexity and government workload.

Approval and Issuance of Citizenship

1-2 weeks

Once the application is approved, a certificate of naturalization is issued, officially granting Montenegrin citizenship.

After receiving citizenship, the applicant can apply for a Montenegrin passport, which can be obtained within a couple of weeks.

Maintain Investment

5 years
