In July 2018, the government of Montenegro introduced its citizenship by investment program, officially accepting the first applications for Montenegrin passports by investment in January 2019.

To qualify for the Montenegro Citizenship by Investment Program, the main applicant must be over 18 years of age, meet the application requirements, and make the qualifying contributions to the Government of Montenegro. There are two routes to choose from to qualify for the program:
An investment of €450,000 to development projects in the capital of Podgorica or in the coastal regions
An investment of €250,000 to development projects in northern or central Montenegro, excluding Podgorica
In addition, there is a government fee of €200,000 per application. This contribution will be directed to a special fund for the advancement of underdeveloped areas (€100,000) and towards the Innovation Fund of Montenegro (€100,000).

Applicants must choose between two investment options for Montenegro's Citizenship by Investment Program. The first option is a real estate investment of €450,000 in Podgorica or coastal regions, or €250,000 in less developed areas. The second option requires a non-refundable donation of €200,000 to national and local development funds, split equally between the two. This investment choice is a critical step in the application process, as both options aim to support Montenegro's economic development.
Provide all required documents, including proof of investment, personal identification, and background information, through the authorized agent.

After receiving citizenship, the applicant can apply for a Montenegrin passport, which can be obtained within a couple of weeks.
If opting for the real estate investment, it must be maintained for a minimum of 5 years to comply with the program's requirements.
